Incident Surrounding Death
Chief Payne and the Undersheriff were transporting two juveniles, wanted for auto theft, back to Wis. Rapids. When one of the youths produced a gun and fired through the seat, Chief Payne jumped into the back seat and struggled with the two juveniles. Payne was struck in the head during the struggle but died of a heart attack.
